Most domestic and commercial installations are installed under Permitted Development Rights which means that as long as the renewable system complies with specific regulations it can be installed without a specific planning application being made, however in the case of Listed Buildings an application must be made. Within a designated Planning "Conservation Area" solar panels are permitted on the roof, but not on the walls, so a Planning Application would not be required for a roof top system. Planning permission is normally required for wind turbines and larger ground mounted PV arrays. Areas of Outstanding Natural Beauty are not "Conservation Areas" in Planning terms, so Permitted Development Rights apply. The governments Planning Guidance on renewables can be found here. Some biomass chimneys and some air source heat pumps will need planning permission.
